
Bengaluru: Deputy Chief Minister and Bengaluru Development Minister D.K. Shivakumar on Wednesday announced a landmark initiative — a 100-day “A-Khata Abhiyana” campaign starting November 1 — aimed at converting B-Khata properties into A-Khata properties across the city.
Calling it a “Diwali gift and Bengaluru’s property revolution,” Shivakumar said the drive will benefit nearly 15 lakh property owners and mark the sixth major guarantee of the Congress government — protection of citizens’ property records.
“This is an historic step toward property regularization and transparent land management. For the first time, Bengaluru will have a unified property documentation system,” Shivakumar declared after launching the new online Khata transformation portal at Vidhana Soudha.
Digital Property Transformation — Online Registration Begins November 1
Properties up to 2,000 square metres will be eligible under the campaign, while larger properties will need CAD drawings and supporting documents.
Applicants can register online by paying ₹500 as a processing fee, after which BBMP officials will visit homes to verify details and process applications.
Property owners must also pay 5% of the government guidance value as a regularization fee. After 100 days, a higher fee structure will come into effect, officials said.
To assist citizens, help desks will be set up in every municipal zone, and Bengaluru One centres will also accept applications. Shivakumar assured that “not a single rupee of bribe should be paid — this is a corruption-free public service initiative.”
Key Clarifications and Reforms
- The new A-Khata conversion applies only to plots and sites, not to unauthorized multi-storey buildings.
- Officials will verify land legality before extending Khata to structures.
- The scheme excludes government lands, PTCL-affected properties, and 94C cases.
- Applications will be geo-tagged with photos and videos during inspection for full transparency.
- Roads adjacent to such properties will now be declared government roads to prevent multiple registrations and fraud.
Uniform Khata System and Digital Milestone
For the first time, a uniform, digital Khata system is being implemented in Bengaluru, integrating five municipal corporations under the Greater Bengaluru Authority (GBA).
Shivakumar emphasized that the system will replace fragmented records with a unified, transparent, and paperless process.
“For 50 years, Bengaluru has waited for such a reform. We have digitized every property record, rectified legacy errors, and made the process completely online. This is our sixth guarantee — securing your property, your right,” Shivakumar said.
National Recognition and Future Goals
He further revealed that the Union Government under PM Narendra Modi had conferred a national award to Karnataka for its pioneering efforts in property record digitization.
“No other state in India has taken such a bold and transparent step. Our officers deserve full credit for their commitment and innovation,” Shivakumar noted.
Revenue and Public Benefit
When asked about revenue generation, Shivakumar said it was too early to estimate but confirmed that all municipal revenues will remain within respective civic bodies.
He also reassured citizens that no server-related technical issues will affect the process and that additional registration centres will be opened if necessary.
