Bengaluru: The Government of Karnataka has launched the Unified Land Acquisition System (ULMS) – Data Module, a state-wide digital platform designed to bring greater transparency, efficiency, and fairness to land acquisition across Karnataka.
Developed under the Centre for Smart Governance of the e-Governance Department and reviewed by an expert committee constituted by the Revenue Department, the ULMS module will harmonize the land acquisition process and track ongoing and past litigations.
The platform will serve as a digital single-window system for agencies such as the Revenue Department, Irrigation, Urban Development, IDD, BDA, BMRDA, NHAI, KSHIP, Metro, K-Ride, KHB, and KIADB. It enables the entry of complete land acquisition details, from proposal to compensation, and provides real-time dashboards for stakeholders and decision-makers.
The module is aligned with the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (RFCTLARR Act, 2013), covering the full workflow from submission to award, compensation, and rehabilitation. Integrated with platforms such as Bhoomi (Revenue Department), e-Swathu (Rural Development and Panchayat Raj), e-Aasthi (Urban Development), ULMS e-Khata, Kaveri 2.0 (Stamps and Registration), KGIS, and Khajane II (Finance Department), the system ensures accurate data and complete digitization.

Speaking at the launch, Revenue Minister Krishna Byre Gowda said:
“With ULMS, Karnataka is setting a new benchmark in citizen-centric governance. Landowners and families affected by acquisitions will now experience complete transparency, while government agencies benefit from a robust digital workflow. This system balances the state’s development needs with the rights of citizens.”
The rollout will be phased, with all districts and acquiring agencies progressively adopting the system to ensure a standardized, legally compliant, and transparent approach to land acquisition in Karnataka.
