Bengaluru, Dec. 5, 2025: Karnataka has taken a major step toward positioning itself as a global tourism and cultural diplomacy hub with the successful hosting of the Karnataka Cultural Diplomacy Cell (KCCD) Global Conclave in Bengaluru on Friday. Minister for Law, Parliamentary Affairs, Legislation and Tourism H.K. Patil said the conclave marks a “new milestone in Karnataka’s global tourism expansion strategy.”
Speaking at the inaugural session, the Minister noted that the Karnataka Cultural Diplomacy Cell was conceived as a strategic platform to deepen international engagement through cultural partnerships, tourism promotion, knowledge exchange and trade facilitation.
“We aspire to make tourism a gateway for peace, harmony and cultural bridges between nations. Visitors to Karnataka should experience inner peace in our spiritual centres, joy in our festivals and enlightenment in our history,” Minister Patil stated.
KSCD: A New Framework for International Tourism Engagement
Patil said the government has introduced a new framework aimed at fostering stronger collaboration between Karnataka and diplomatic missions across the world. The initiative seeks to enhance Karnataka’s soft power through:
- cultural diplomacy
- tourism-led global partnerships
- knowledge and heritage exchange
- trade and investment facilitation
The Minister reaffirmed that KSCD will be central to Karnataka’s tourism vision under the Tourism Policy 2024–29, which focuses on global positioning, sustainable development, enhanced safety and district-level economic uplift through tourism.
Karnataka’s Civilizational Heritage as a Global Cultural Asset
Drawing attention to Karnataka’s spiritual and philosophical legacy, Patil referred to Basavanna and Kuvempu as global ambassadors of universal human values and cultural diplomacy.
He highlighted Karnataka’s diverse tourism potential—from Hampi and Aihole to its ancient coastline, spiritual traditions and evolving eco-tourism networks.
Tourism as a Pillar of International Relations
Chief Secretary Dr. Shalini Rajneesh said Karnataka is going beyond viewing tourism as a mere economic activity, instead treating it as a vital instrument of international relations and global influence.
“Tourism naturally attracts industry and investment. Karnataka is strategically converting business travel into tourism opportunities through world-class connectivity, heritage preservation and MICE-focused tourism,” she observed.
Bengaluru’s emergence as the Global Capital of GCCs (Global Capability Centres) also strengthens its ability to draw international travel, she added.
Presentation of KSCD’s Strategic Roadmap
Tourism Secretary Dr. Trilok Chandra K.V. detailed the structural blueprint of the KSCD, outlining future programs, engagement models with foreign missions and the long-term diplomatic objectives of the initiative.
Strong Support from Centre and Global Delegates
Union Tourism Ministry Secretary Sri Vatsa Krishna attended the conclave and extended support to Karnataka’s new cultural diplomacy initiative.
The event also saw participation from:
- diplomatic heads from various nations
- senior government administrators
- global tourism and cultural partners
The conclave, officials said, will play a decisive role in transforming Karnataka into an internationally recognized cultural and tourism destination, strengthening both global engagement and economic development.
