Govt makes thermal screening of visitors, masks, 6 feet distancing obligatory for apartments
BENGALURU:
Among the latest Covid-related guidelines issued by the state government on Monday for resident welfare associations (RWAs), large gatherings like birthday parties and kitty parties in apartment complexes have been disallowed.
Besides, it is obligatory for visitors to be thermally screened, for physical distancing of 6 feet to be maintained at all times, and for everyone to wear face masks when stepping outside their apartments.

The following are the detailed guidelines:
• Any new visitor/guest shall be screened before entering the campus with a thermal scanner by a designated trained person holding the thermal scanner 3 to 15 cm away from the forehead. If the temperature is >37.5 °C (>99.5°F) or the person has flu symptoms like cold, cough, throat pain and headache, such visitors shall be referred to the nearest fever clinic/ hospital for medical check-up or call Apthamitra free helpline 14410.
• Physical distancing of 2 metres (6 feet) shall be maintained at all times. Physical distancing shall be monitored at entrance and other common areas through CCTV surveillance.
• All residents shall use face masks compulsorily when they go out of their homes.
• Hand wash facility/ sanitizers shall be provided at entrance and exit.
• Lifts, common areas, railings and other surfaces that are likely to be touched by the residents shall be frequently disinfected using 1% Sodium Hypochlorite solution. Encourage residents to use stairs.
• Common areas like parks and walkways can be used, subject to strict maintenance of physical distancing of 2 metres. (6 feet)
• Outdoor/ camp and other group activities shall be strictly disallowed within the premises.
• Gymnasiums, sports facilities, swimming pools, recreational and club facilities shall be used only after the issue of necessary guidelines from the Government of Karnataka.
Monitor quarantine
• It shall be the duty of the Resident Welfare Association/Society to ensure that all those people who have been advised home quarantine strictly stay indoors in their homes and do not move around in the society, community spaces or in the city casually. Any breach of quarantine by such residents may cause spread of infection. His /her information shall be given to the local health authorities. • In case of any positive case reported in the apartment, provide necessary co-operation to the health authorities for taking necessary action and control measures.
• Be compassionate and avoid stigma and discrimination of any resident who is advised home quarantine or tests positive for COVID-19.
• Information-education- communication (IEC) materials regarding COVID-19 approved by Government of Karnataka shall be promptly printed and displayed. Kindly visit http//covid19.karnataka.gov.in for more details.
• Common washrooms and areas shall be disinfected based on the guidelines.
Specific instructions for residents:
• Follow healthy habits and hygiene practices (face mask, hand hygiene, physical distancing and cough etiquette)
• Be aware of the health conditions of your neighbour and provide necessary help if required.
• If you have any travel history to other state or foreign country during last 14 days or you have been in close contact with a confirmed case of COVID-19, inform the RWA or concerned health official and follow the instructions:
o Subject yourself to strict home quarantine for 14 days.
o If you develop fever, cough, running nose, throat pain or difficulty in breathing, please inform concerned health official/RWA immediately or dial Apthamitra free helpline (14410), so that necessary action can be taken.
Share info
• In case you have any information about any of your residents who has a travel history to another state/ foreign country in the last 14 days, please inform the health authorities on helpline numbers.
• You are also advised to share the details of contacts (of COVID-19 positive person) as requested by the Health Department.
• Keep in touch with each other through phones/video calls/emails. Avoid face to face contact as much as possible.
• Maids/helpers shall be educated to use face masks, hand hygiene, cough etiquette and physical distancing. If they develop any symptoms like fever, cough, cold and throat pain, they shall be advised to visit the nearest health facility. They shall avoid entering the premises till their complete recovery.
Taking care of children, elderly and differently abled individuals:
• Elderly (aged more than 60 years) and children below 10 years shall stay indoors and adhere to instructions provided by the Government of Karnataka from time to time.
• Children who are unwell shall stay at home and seek timely medical care.
• Discourage children from playing outside in groups.
• Educate children on cough etiquette, hand hygiene and social distancing.
• Parents are advised to inform their children on the situation of COVID-19 and importance of preventive measures so that children understand the reason behind the limits imposed on their activities.
Help elderly
• Identify caregiver in family or link any community volunteer or police to help elderly and differently abled persons for providing them essential supplies and services and keep a watch on general well being, especially for those who are staying alone. Determine who can care for them if their caregiver gets sick.
• The residents shall refrain from unnecessary travel.
Action to be taken on detection of suspect/confirmed COVID case In the premises
• If any resident develops symptoms of COVID-19 like fever, cough, difficulty in breathing, etc. he/she shall be immediately moved to an area away from other Individuals. If possible, find a room or area where they can be Isolated behind a closed door, open the window for ventilation wherever possible.
• The resident who is unwell shall be provided with a face mask. While they wait for medical advice, they shall avoid any contact with other residents, avoid touching people, surfaces and objects. They shall be advised to cover their mouth and nose with a disposable tissue when they cough or sneeze and then dispose of the tissue in a closed bin. They shall follow cough etiquette, hand hygiene practices and physical distancing from other residents.
• Once a confirmed case is detected in the premises, co-ordinate with the district health authorities in carrying out contact listing and tracking as per the guidelines of the Government of Karnataka.
• All the contacts of the confirmed case as listed by health authorities shall be quarantined as per the advisory of the Government of Karnataka.
• Disinfection shall be done of specific areas like all surfaces, floors, lifts, railings, stairs desks, vehicles etc. as per movement history of positive confirmed case using 1% sodium hypochlorite solution. There is no need to close or seal down the apartment complex.
• Containment zone notification shall be applicable as per guidelines issued by the Government of Karnataka
• If the apartment complex continues to report new COVID-19 cases in the following days, district health authority/BBMP shall investigate and recommend further action on a case-to-case basis.
